Mr. Wagner was born in 1939 in Bluefield, Virginia, and proudly served in the United States Army, assisting in construction efforts related to the Panama Canal. In 1967, Bill and his wife Joyce moved to Troutville, where they raised their two daughters and built a life centered around family, faith, and community. Bill worked as a mechanical engineer for Norfolk Southern Railroad for more than 30 years before retiring in 2001. During retirement, he enjoyed golfing, gardening, woodworking, and beekeeping. A devoted member of Mill Creek Baptist Church, Bill was well known for his willingness to help others and serve his community.
